School Community Council Minutes

Wednesday, September 18, 2024

In attendance: Alex Fife, Jennifer Isom, Alison Sorensen, Ashlena Johnson, Kirk Farmer, Jullie Payne

1. Welcome
   • Jullie welcomed everyone.  Then each person had a moment to introduce him or herself.
   • Notification of SCC Election Results to School Community
     • No elections were held because only 3 people submitted applications during the application process to fill the 3 open positions.
   • School Council Members 2024-25- Members verified the email and phone number information, consenting to having their phone number and email address on the school’s SCC webpage.
   • Nomination and selection of a vice-chair
     • Alex nominated Kirk for the position of chair.  Kirk asked about the position and the responsibilities and Alex explained her role when she had previously been the chair.  Kirk said he could fill those responsibilities.  Ashlena seconded the nomination.  
     • Alex nominated Ashlena for the position of vice-chair.  Ashlena asked about the responsibilities of a vice-chair and Kirk explained those responsibilities when he was the vice-chair.  Ashlena said she could complete those responsibilities.  Jen seconded the nomination.  
   • Contact Information for School Website 
     • Remaining contact information (phone numbers of two SCC members) will be added to the school website following their consent.

2. New Business

     • SCC Handbook- Hard Copy  
       • Alex, Alison, and Kirk have binders from previous years.  Ashlena and Jen will receive binders for their materials at the next meeting on October 9, 2024.
   • Order of Business Procedures
     • We reviewed the previous order of business procedures as a group.  After a discussion, Kirk moved that we approve them and Alison seconded the motion.
   • School LAND Trust Spending 
     • We discussed how SLT funds have been allocated.  100% remain at this time but will be reduced as payroll is deducted for paraeducators paid from these funds.
   • Overview of TSSA Spending
     • We discussed how TSSA funds have been allocated from the previous SCC.  94% of those funds remain at this time.
   • Annual District Land Trust Training
     • October 8, 2024  at 6:00 pm via Zoom - reminder about this training
   • Other
     • Jen asked about school budgets and operational costs.  We discussed those funds managed by the school as well as those managed by district funds.
     • Alex asked if we’ve continued to have an increase in new student enrollment from refugee families as they relocate to locations within our school boundaries similar to the increase happening in the 2023-24 school year.  We haven’t at this time, but have experienced an increase in students benefiting from our English development instruction.

         1. Dec, Feb, April was decided upon for Jullie to provide to the council

   2. Current progress towards school goals- Kristi Crandall RTI Facilitator

      1. Works with paraeducators for Reading & Math groups

      2. Organizes groups to pair students with paraeducators & reading groups (teachers also participate with groups

      3. Manages assessments of students so targeted strategies are implemented.

      4. ELA & Math Goals- see handout from the meeting

         1. Tier 1- in class instruction

         2. Tier 2- small group instruction

         3. Tier 3- intensive instruction for those that need it

      5. Individual students pathway based on Acadience testing- where a student can make typical progress- NP only uses pathway for 3-5 grades.

         1. k-2 - assessments are inconsistent, so we don’t use it as a benchmark for those grades.

      6. I-ready

         1. Not using in K, teachers meet in PLCs to see where lessons could be improved or went well.

         2. 1-6 use the i-Ready for diagnostic assessments

            1. Can be done in Spanish

         3. Is i-Ready used to determine if a student needs to be held back? Kirk

            1. No, the state of Utah doesn’t have benchmarks for whether a student moves on or not.  If a parent feels like their student needs to be held back, they have a conversation with administration and school staff, data reviews, parent feedback, etc

         4. Data is used for class lists for the next year

         5. Acadience reports are now in PowerSchool for parents to access

      7. BOY- Beginning of Year Reading- see Kristi’s presentation

         1. 2nd grade has typically had a 2% decrease- across the district

      8. BOY Math

         1. Go Math assessments are sometimes after taking the test, reteaching & then testing again.

      9. Invite Kristi back once we have middle of the year data

4. Discussion of District’s Annual SCC training on 10/8/24

   1. When should we hold elections? Spring or Fall

      1. Alex is on the 1 year schedule with Kirk so we have 2 with 2 years (Ashlena & Jennifer)  & 2 with 1 year (Alex & Kirk).

   2. State requirement that the annual district training happen

   3. Digital Citizenship- add to November agenda

      1. Kirk invite Stacey Wright to come present

   1. How does the district suggest how schools update playground equipment?

      1. School would like a shorter 9-square but it’s cost prohibitive

      2. How do we help get our playground more ADA compliant?

         1. District is aware of this

         2. Dept at USU creates ADA playgrounds- Jennifer

   2. Kindergarten classes & 5th grade changes

      1. K- 16, 16, 18, to 2 classes (6 ½ day students)

      2. Classroom changes- Day next to Weaver, Kristi & reading room went to Day’s previous classroom, Gallup to reading room.

      3. Advocate for the process and encourage parents to invite visit with Jullie if they have questions or concerns.

      2. TSSA 64% left, School land 72% left.
      3. Jullie likes to use School land & TSSA budgets first because they only have a 10% rollover threshold, while the District budget rollover has no threshold.

     • I-ready student assessments, continued from last meeting, with completed student testing data 
     • Kristi Crandall presenting the math goals & results from recent testing- see progression & results presentation she provided
       • Kirk- Are the results (for K with GO Math) showing that we need to challenge the students more? Is the curriculum already known?
         • Kristi- The district will be changing from GoMath (Used in K-6) in the future- did not want to change in same year that ELA curriculum was changed.  The District will look at different programs & curriculum that meets CORE Standard requirements
         • Jullie- GoMath results aren’t easily shared within the district like Math Acadience testing is.  Math help/paraeducators are still building in the district.
       • Kristi-1-6 i-ready diagnostics results- 62% are at typical growth- each student has their own growth & stretch growth goals based on where they are & where they go.
       • Kirk- when will we next hear about the next test results- Kristi will come for February mtg for ELA results
   • Side note about Newcomers- we have a family who speaks Swahili starting at our school this week. Kirk & Alex will reach out to resources about getting some translation help.

1. ELA Data - Progress Towards 24-25 Goals with Kristi Crandall
   1. Kristi presented the Acadience Reading progress for MOY
      1. Kinder has increased by 19% from BOY to MOY in composite
      2. First grade has increased by 1% from BOY to MOY in composite
      3. Second grade has decreased by 6% from BOY to MOY in composite
      4. Third grade- 55% of students are making typical or above progress on Pathways of Progress
      5. Fourth grade- 59% of students are making typical or above progress on Pathways of Progress
      6. Fifth grade- 61% of students are making typical or above progress on Pathways of Progress

 

2. Discussion on 25-26 School Year Goals
   1. We discussed different types of measurements we have to analyze student growth.  We have used GoMath assessments in previous years.  This year we use iReady.  For ELA, we have used Acadience assessments.  There was a discussion about whether Acadiance Math assessments are appropriate for helping us effectively measure student progress.

   1. Trustland and TSSA Funds- Review how funds have been spent
      1. $6500 left in Trustland funds- will use the rest for Paraeducators
      2. TSSA- $29,000 left- will be used for 6 paraeducators for the end of the year.
      3. Paraeducators are paid for by district funds & the Trustland & TSSA
      4. Funds also used for PLC time for Teachers to meet with each other to collaborate & plan together.
      5. Peer review days
      6. IEP days- subs for those teachers in IEP meetings.

 

4. New Business

1. Discussion of Goals for 2025-26 School Land Trust and TSSA Plans
   1. See notes from Jullie what parameters set by the state are for the goals we have to set & some teachers responses to a survey she sent out.
      1. Math identified as a critical need
   2. K would prefer to use GoMath  assessment rather than be left out of goals.
      1. Should the 85% goal with 80% or higher overall proficiency we have this year stay the same for next year for K & be a stretch goal or just a proficiency goal?
      2.  
         1. Considerations- increased class sizes, increased diversity & EL students, what would help teachers
      3. Does our school have a feeder preschool?
         1. Not as extensive as Logan school district- our preschool here is primarily for IEP students 
      4. Why not use Acadience Math testing for the data for the  K goal?
         1. Ashlena commented that we could use Acadience math instead of GoMath because the curriculum will be changing after this next year.
            1. Teachers not thrilled with using Acadience Math
         2. Proposed that we keep K at proficiency goal with GoMath for the next year
   3. Math Goal last year was 68% for grades 1-6, but MOY was 36% & this year its 38%
      1. Kirk proposed we keep the same goal as this year for next year- 2nd by Alex, 3rd by Alison
   4. ELA Goal discussion
      1. K-2 takes BOY & EOY & looks at percentage, which doesn’t take into account students that came in later in the year.
      2. 3-5 takes into account kids that come in because it’s based on Pathways.
      3. Proposal to keep K-2 as same goal, but change the grade 3-5 to 70% of students will achieve typical or above typical growth on Pathways on the Acadience Reading assessment due to new curriculum, MOY data this year (unsure if we’ll make the 73% goal), & diversity
         1. We like using Pathway because it lets us see students & where their growth is rather than see if they made the grade benchmark & exclude them from the goals.
2. Math Goals
   1. K- 85% of students will have  80% or higher overall proficiency in the Core Math Standards as measured by their GoMath curriculum assessments
   2. 1-6- 68% or more students will demonstrate typical growth or more on EOY i-Ready Diagnostic assessment.

   1. Kirk Question- If utah is able to get access to federal lands, will it increase or decrease our Land Trust funds?

   3. PTO was agreeable to changing the process from giving out class/teacher lists at the end of May & change it to August.  
      1. Ahslena- Likes August release
      2. Jenn- as a new parent to the school liked having it at the end of the year
      3. Alex, Alison, Kirk seemed to be in agreement August would be great.
      4. Maybe send out a notice with kids on last day the date in August the list will be ready by.

      1. Jullie said she isn’t not sure, but @ principals mtg. they said TSSA funds would have about an 8-10% increase next year.
   2. We are losing  ½ a teacher next year
      1. We will receive extra funds for Paraeducators, but will go down 1 teacher
   3. Review of Boundary changes timeline that was sent in the District Connections Newsletter.

• I-Ready typical growth was 75% as a whole school.
• K-2 ELA progress- 4 % increase. Goal was 6 % increase, so missed by 2%
• Typical or above Typical Pathways goal was 73%- whole school met the goal
• Looking at each other's scores amongst teachers helps teachers work together to see what's working well in a class or that could be a focus going forward.
• Kirk-how do students get placed in classes for next year?
  • Alison responded how they try to balance behaviors, needs, & performance
